Having gained the reputation of a hot-spot holiday destination, Sri Lanka has had the honour of now being ranked as the number one country to visit in 2013 by Lonely Planet. With the island returning to normalcy, after the end of its three decade conflict, it seems fitting that Lonely Planet should title the piece on Sri Lanka as ‘Serenity returns to Serendib’.
The Government of Sri Lanka has consistently espoused and been guided by the gentle tenets of Buddhism, which emphasizes Karuna, Metta, Muditha and Upeksha meaning -kindness, loving compassion, thoughtfulness and equanimity said Kshenuka Senewiratne addressing a large international gathering at the commemoration of the 2600th Anniversary of Sri Sambuddhathva Jayanthi, which was celebrated at the United Nations in Geneva on the 11th May 2011. This commemorative event was organized by the Permanent Mission of Sri Lanka in Geneva, at the United Nations Assembly Hall, which is considered a most prestigious venue. This occasion was also graced by Hon. Mahinda Amaraweera, Minister of Disaster Management and Mr. Kassym Jomart Tokayev, United Nations Under-Secretary General and the newly appointed Director General of the United Nations Office in Geneva, who is the former Foreign Minister of Kazakhstan.
I wish to express my sincere appreciation to Mr. Zdzislaw Galicki, Special Rapporteur, on the topic “Obligation to Extradition or Prosecute” for his second report and for his comprehensive introduction. I have also found his preliminary report together with the preliminary plan of action extremely informative and undoubtedly provides useful material and guidance for the future work of the Commission, on this important topic.

Under the able leadership and wise guidance of the Chairman and the Members of the Bureau, I have every confidence that the work of the 59th Session of the ILC would be extremely productive and achieve the objectives that it has set for itself. As a new member of the Commission I will make every endeavour to assist the Commission in this task.

On behalf of H.E. the President of the Republic of Sri Lanka Mahinda Rajapaksa and the Government of Sri Lanka, I am pleased to make these preliminary comments at the commencement of the talks between the Government of Sri Lanka and the LTTE, facilitated by the Royal Norwegian Government and hosted by the Government of Switzerland. At the outset, let me thank all the parties, including the Co-Chairs, who have worked tirelessly to make this event a reality.
